Officials from China's National People's Congress and National Energy Administration Visit GCL Silicon

 

On September 21, 2008, eight officials from the National People's Congress ("NPC") and National Energy Administration ("NEA") visited GCL Silicon Technology Holdings Inc.'s ("GCL Silicon") polysilicon production facilities in Xuzhou, Jiangsu province, China. Mr. Gongshan Zhu, chairman of GCL Silicon, Mr. You Jiang, chief executive officer of GCL Silicon and Mr. Guomin Zhu, general manager of Jiangsu Zhongneng Polysilicon Technology Development Co., Ltd. ("JZPTD"), GCL Silicon's operating company in China, gave a presentation on the company's production and expansion plans.

After acknowledging the rapid pace with which GCL Silicon was able to construct its polysilicon production facilities, begin operations and further expand its facilities, Mr. Ming Xu, vice governor of Jiangsu province, praised GCL Silicon for making a significant contribution to the restructuring and upgrading of the local industrial environment and for improving the quality of economic growth in the area. "I have high hopes that GCL Silicon will produce energy-efficient and environmentally friendly, high-quality polysilicon that will help make solar products affordable for the Chinese people," said Mr. Xu.

Mr. Lishan Shi, deputy director of the NEA's New and Renewable Energy Bureau, added, "I have inspected a number of polysilicon and photovoltaic companies both in and outside of China, but seeing GCL Silicon's current operations and ongoing construction has dramatically changed my view of China's photovoltaic and silicon materials industries. I believe that as GCL Silicon employs increasingly mature technologies and realizes ever-improving economies of scale, the company will be able to quickly exceed the most advanced international standards. I now have renewed confidence that the solar photovoltaic industry will become China's new energy frontier. When we return to Beijing, we will push ahead to finalize the government's policies supporting new energy and the solar industry. We trust that solar photovoltaic power generation will be a major contributor to China's energy structure, and we believe that the industry has great potential."
